Evaluasi Kebijakan Sapakat Online di Kecamatan Cimahi Utara

Abstract


The era of the industrial revolution 4.0 and the COVID-19 pandemic has significantly impacted the need for information technology in all aspects of people's lives, including the public's perspective on quality public services. The demands of public services are not even only through the use of information technology such as computers and supporting devices, but how public services can be enjoyed by the community effectively and efficiently, cheaply, quickly, real-time and interactively. North Cimahi District as one of the public service agencies in Cimahi City responds to the community's need for transparent, informative, effective, and efficient public services for the community with the policy of implementing online Sapakat in 2017. The expected benefit is that it can reduce transportation costs incurred by the community towards services in the village and district of North Cimahi. However, through Cost Effectiveness Analysis (CEA) of existing data, within five years of its implementation it was found a decrease in the productivity of the resulting document services so that budget inefficiencies were found, although overall they were able to increase the IKM in North Cimahi District. In order to realize the sustainability of the innovation policy, it is necessary to modify the development of online Sapakat innovation. The absence of policy support from the Cimahi City Government level, especially in the standardization of public service innovations and the development of e-government in public services in sub-districts and villages is an obstacle in the sustainability of online Sapakat innovation in Cimahi City.
