The Prima Drinking Water Zone Program: Evaluation of Innovations to Improve Clean Water Services to the People of Makassar City

Abstract


Climate change and human activities cause clean water pollution, which in turn makes it difficult for people to get drinking water. To improve drinking water services, the government implements the Prima Drinking Water Zone Program. However, the benefits of implementing the program have not been fully felt by the entire community in Makassar City. Therefore, this study was conducted to evaluate the implementation of the Prima Drinking Water Zone Program using the quantitative method. The data obtained from the results of interviews, observations and literature studies, which were analyzed using the interactive model technique showed that the implementation of the Prima Drinking Water Zone Program had not been effective. PDAM Makassar City as the implementer of the Prima Drinking Water Zone Program has constraints on budget and limited human resources. There is no additional area, making the Prima Drinking Water Zone Program unable to be felt by all people in Makassar City. PDAM Makassar's step in involving PERPAMSI is considered appropriate, because it provides convenience for PDAMs in formulating and implementing the Prima Drinking Water Zone Program. The Makassar City Government should prepare a larger budget for the implementation of the Prima Drinking Water Zone Program and recruit Makassar City PDAM employees.
