SERVICE ANALYSIS OF RANK BASED PERSONNEL MANAGEMENT INFORMATION SYSTEM (SIMPEG) IN GOOD GOVERNANCE PERSPECTIVE IN REGIONAL SERVICE AGENCY OF GRESIK REGENCY (Study on Gresik Regency Government)

Civil Servants are the main element of Human Resources in determining the good or bad performance of an organization. One of the efforts of the Gresik Regency Government in increasing the morale of Civil Servants in their environment is to provide promotions as a form of appreciation for the performance that has been given. The Regional Personnel Agency of Gresik Regency, in this case the Rank and Pension Sub-Sector, utilizes information technology in realizing Good Governance in order to improve the quality of personnel services. One of them is the application of the Personnel Management Information System (SIMPEG) with the Promotion Service feature which is useful for the promotion proposal process by uploading supporting documents in the form of pdf. The purpose of this study is to find out how SIMPEG-based promotion services are, to know the service constraints and what are the efforts to overcome these obstacles. The research used by the author is a qualitative research with descriptive method. Data collection techniques used during the study were through observation, interviews and documentation. Based on the results of the study, it shows that SIMPEG based promotion services are beneficial for both users and verifiers because SIMPEG can assist service users in uploading supporting documents, as well as assisting verifiers in collecting scanned documents that are in accordance with the rules of Regional Office II BKN Surabaya.
