Perception of Position Transformation in Central Government A Problem Study and Policy Recommendation

Abstract


The purpose of this study is how the perception of civil servants who occupy structural positions administrators and supervisors to be transferred to functional positions. Because the success of the transformation of this position is a determinant of the success of the effective national development process. The basic problem of our bureaucracy is poor administrative governance, which causes a slow process of bureaucracy, unfair competence and culture of the state apparatus making a hierarchical bureaucratic structure cause delays in various decisions and actions of government administration, and inability to make policies based on data, information and knowledge. In implementing this policy, it is necessary to build an attitude or mindset that this is a momentum that should be considered as an attitude from the State to facilitate career development and competence of ASN rather than to reduce what is or is obtained now. The simplification of bureaucracy is substantial, not only limited to the structure, but also aspects of culture and work innovation. Building a dynamic bureaucracy, among others: High flexibility, good capability, and superior culture The steps taken in the initial process of implementing this policy are to organize the organization and identify the types of functional positions that are suitable for later transfer from structural positions to administrators and supervisors. there so that it will make it easier for officials to collect credit scores for their functional positions.
