ANALISIS IMPLEMENTASI KEBIJAKAN PENANGANAN COVID 19 PEMERINTAH PROPINSI JAWA BARAT ( ANALYSIS OF COVID-19 HANDLING POLICY IMPLEMENTATION BY WEST JAVA PROVINCIAL GOVERNMENT)

Abstract

Covid-19 handling policy in West Java Provincial Government has been started from March 2020 since the first case of covid-19 was found in early March 2020 and there was a cluster of covid-19 spread in West Java. Policy implementation is carried out in intensive coordination with the Central Government and Regency/City Governments in West Java. The policy dynamics executed by West Java Provincial Government was adjusted to the conditions and needs at that time with the aim of suppressing the covid-19 addition rate. This study used qualitative research methods with data collection techniques carried out by secondary data collection, observation and interviews. The focus of this study is on analyzing the implementation of COVID-19 handling policy using political and administrative process approach model. Policy content is analyzed using the content approach and policy context in policy implementation process. This study found that the content and context elements in the successful of covid-19 handling in West Java was very important in policy implementation process, none of which dominated each other to decrease covid-19 addition rate as well as fostered mutual cooperation among citizens in West Java.
