EVALUASI DAN MODEL OPERASIONAL PENGENDALIAN DAN PENANGANAN PROSTITUSI DI KABUPATEN CIANJUR

Abstract

This thesis described the result of the research about Evaluation of the Policy of Controlling and Handling Prostitution in Cianjur Regency. The background of the research was based on the results of observation, interview and problem solving through Forum Group Discussion (FGD) which was carried out in the offices of Civil Service Police Unit (Satpol PP) and Firefighters of Cianjur Regency where there were problems in implementing the Policy of Controlling and Handling Prostitution. It was seen from the high number of prostitutes who were caught each year tended to increase.The approach taken in this research was the mix method with phased qualitative-quantitative analysis or qualitative data analysis followed by collection and analysis of quantitative data as an affirmation. Data results of qualitative analysis, namely the discovery of the problem and several causes through evaluation analysis using criteria according to William N. Dunn, namely Effectiveness, Efficiency, Sufficiency, Leveling, Responsiveness, and Accuracy. Furthermore, the causes of the problem was analyzed by the quantitative method using Failure Mode Effect Analysis (FMEA) through the FGD results to find the main causes and solutions to problem solving.
