Analisis Kebutuhan Diklat Bagi Jabatan Analis SDM Aparatur di Badan Kepegawaian dan Pengembangan Daerah Kabupaten Brebes

Abstract


Pelatihan yang efektif dimulai dengan analisis kebutuhan pelatihan untuk memastikan bahwa program yang dirancang sesuai dengan kebutuhan organisasi dan pegawai. Fenomena yang terdapat di BKPSDMD Kabupaten Brebes diantaranya nilai IP ASN tergolong rendah dan terdapat kesenjangan kompetensi pada pegawai. Berdasarkan fenomena tersebut maka penelitian ini bertujuan untuk: 1) mengetahui kondisi kompetensi Jabatan Analis SDM Aparatur di BKPSDMD Kabupaten Brebes, 2) mengetahui kesenjangan kompetensi pada Jabatan Analis SDM Aparaur di BKPSDMD Kabupaten Brebes 3) merekomendasikan pelatihan untuk memperbaiki kesenjangan kompetensi pada jabatan Analis SDM Aparatur di BKPSDMD Kabupaten Brebes. Penelitian ini menggunakan metode deskriptif kualitatif dengan dukungan metode Training Need Assesment-Tool (TNA-T) serta studi dokumen, kuesioner dan juga wawancara semi struktur. Hasil penelitian menunjukkan bahwa tingkat kompetensi yang dimiliki oleh pegawai berdasarkan hasil KKJ untuk setiap subjek analisis mendapatkan kategori peringkat tinggi. Sedangkan hasil KKP pada para pemangku kepentingan terdapat nilai dengan kategori peringkat rendah artinya kompetensi belum dikuasai oleh pegawai. Kebutuhan pelatihan yang direkomendasikan didasarkan pada hasil penentuan prioritas kebutuhan yang mengacu pada uraian pekerjaan
