IMPLEMENTATION OF VILLAGE FUND POLICY (Study in Lansot Village, North Minahasa Regency)

Abstract


This study aims to describe and analyze the implementation of village fund policies and the inhibiting factors in implementing village fund policies in Lansot Village, North Minahasa Regency. The method used in this research is a qualitative research method. The results of this study concluded that the implementation of the priority use of village funds for the 2015 fiscal year was not by the priority use for development activities and empowerment of rural communities and there were 4 key factors that hindered the success of this policy, namely communication, resources, disposition/attitude of implementers, and the ineffective bureaucratic structure. and become an obstacle to the success of the village fund policy. To solve problems in the field regarding implementing policies, local governments are required to optimise the 4 key factors as stated by Edward III so that the policies that have been made by the government can be implemented effectively and more efficiently.
