Transformasi Pemerintah Lokal: Penerapan Smart Governance melalui Konsep Kolaboratif di Indonesia

Abstract


Penelitian ini bertujuan untuk menganalisis secara sistematis proses transformasi yang dilakukan oleh pemerintah daerah dalam upaya mewujudkan smart governance yang kolaboratif. Tulisan ini dilatarbelakangi oleh banyaknya pelayanan pemerintahan daerah yang belum  memberikan praktik kerja dengan keterlibatan berbagai stakeholders. Penelitian ini menjelaskan secara singkat pola kerja kolaboratif dalam menyelesaikan pandemi covid-19 dan pemulihan ekonomi pada provinsi Jawa Barat dan Jawa Tengah. Penelitian ini menggunakan metode penelitian kualitatif melalui kajian pustaka yang sumbernya dari jurnal, artikel, berita dan laporan kinerja pemerintah. Hasil penelitian menunjukkan bahwa pola kerja kolaboratif harus didukung oleh prinsip kepemimpinan, kolaborasi dan peningkatan infrastruktur layanan informasi dan komunikasi. Dalam hal transformasi lokal semenjak pandemi pemerintah Jawa Barat dan Jawa Tengah merespon masalah ini dengan meningkatkan layanan informasi melalui digital. Sementara dalam hal pelaksanaan prinsip smart governance didasarkan pada prinsip Pentha-Helix dengan kolaborasi dari berbagai stakeholders, misalnya masyarakat, pemerintah, swasta, akademisi dan media.
