Collaborative Governance In Creating Village Enterpreneurship Views From Stake Holder Non State Aspect (Study Of BUMDes Of Tabalong District)
Abstract
Village entrepreneurship, is a concept created to make the village become empowered and independent, by exploring the potentials in the village so that it can be of economic value. BUMDes, which is a Village-Owned Enterprise, is a form of village entrepreneurship. In managing BUMDes, it cannot only be carried out by the government (state stake holder) but must also involve the role of stakeholders outside the government (non state stakeholders), namely academics, entrepreneurial practitioners and banks. The functioning of the role between state stakeholders and non state stakeholders will create collaborative governance. Collaborative governance is a process that involves various stakeholders involved to carry the interests of each agency in achieving common goals. Some obstacles experienced by Tabalong Regency BUMDes include: (1) Villages have difficulty finding potential that can be explored to be managed as BUMDes; (2) The village has difficulty building entrepreneurship in the community; and (3) villages have difficulty in managing BUMDes, the inhibiting factor arises because of the non-functioning role of non-state stakeholders. Where each collaborative governance role should contribute significantly to the development and progress of the BUMDes of Tabalong Regency.
