        Abstract

Innovation is not actually limited as an authority for decision makers only, but the courage or the idea of making changes, acceleration in every program or activity in the bureaucratic environment is considered courage to violate applicable rules.

The courage to innovate is not the same as the courage to break the rules, because innovation gives meaning to the benefit of the community with a better way of working. Because innovation has a positive connotation, so it must also be done by promoting the values of integrity that is maintained.

Innovation in bureaucracy is not intended as a goal, but rather as a tool to produce performance outputs in the form of better public services. Public service innovations include, through massive, structured and systematic e-Government, which is a manifestation of an agile, effective and efficient government bureaucracy. To accelerate the improvement in the quality of public services, the government through the Ministry of PANRB holds a public service innovation competition, innovators from year to year are always increasing, in 2017 as many as 3,054 innovators.

Innovation is also manifested in the form of public service malls which are the keywords to improve the ease of doing business in the eyes of the world. Public services are the spearhead of bureaucratic reform and are expected to increase public confidence in the government.
