Kualitas Layanan dan Kepercayaan Publik Dalam Ekosistem E-Government
Abstract
Kajian ini bertujuan untuk menelaah literatur terdahulu mengenai pengaruh kualitas layanan dan kepercayaan publik dalam ekosistem e-government. Melalui analisis terhadap berbagai studi global dan domestik, ditemukan bahwa kualitas informasi, kualitas layanan, dan kualitas sistem merupakan determinan utama yang memengaruhi kepuasan serta niat penggunaan berkelanjutan oleh warga. Kepercayaan muncul sebagai variabel mediasi sentral yang menghubungkan persepsi kualitas dengan nilai publik dan loyalitas pengguna. Kajian ini menyoroti bahwa kepercayaan tidak hanya bergantung pada keandalan infrastruktur teknologi, tetapi juga pada integritas institusi pemerintah dalam mengelola data dan transparansi informasi. Meskipun implementasi digital telah meningkatkan efisiensi birokrasi, tantangan seperti risiko keamanan, kesenjangan digital, dan ketidakterbiasaan pengguna dengan sistem daring masih menjadi hambatan signifikan yang sering kali menimbulkan celah antara ekspektasi pengguna dan kinerja aktual sistem. Kajian ini menyimpulkan bahwa pendekatan yang berpusat pada warga (citizen-centric) dan peningkatan infrastruktur keamanan sangat krusial untuk memperkuat legitimasi pemerintah di era digital. Integrasi kebijakan yang inklusif diperlukan untuk memastikan bahwa transformasi digital dapat dirasakan manfaatnya oleh seluruh lapisan masyarakat secara berkelanjutan.
