Tata Kelola Berdampak: Kolaborasi Multi?Stakeholder untuk Kesejahteraan Dalam Pilar Lingkungan di Indonesia

Abstract


Isu lingkungan kini menjadi salah satu pilar tujuan pembangunan berkelanjutan global (SDGs) dan menjadi tantangan bagi tata kelola nasional dan komitmen Indonesia di dunia internasional, di tengah banyaknya masalah deforestasi, polusi, dan banjir. Penelitian ini bertujuan untuk menganalisis bagaimana lingkungan berpengaruh bagi kesejahteraan (kesehatan masyarakat, ekonomi lokal, ketahanan sosio-ekologis, dan keadilan antargenerasi), mengkaji efektivitas kolaborasi multi-stakeholder, dan menyusun saran untuk rekomendasi kebijakan pemerintah di masa depan untuk memperkuat tata kelola kolaboratif di tingkat nasional. Metode yang digunakan yaitu tinjauan naratif yang sistematis dari literatur nasional dan internasional (2010-2025) yang dikombinasikan dengan analisis deskriptif untuk indikator lingkungan Indonesia, menggunakan strategi pencarian terindeks dan snowballing serta triangulasi sumber. Hasil penelitian menunjukan bahwa lingkungan yang dikelola dengan baik mengurangi beban penyakit, menciptakan pekerjaan yang ramah lingkungan, dan mendiversifikasi ekonomi lokal; meningkatkan ketahanan (misalnya melalui rehabilitasi mangrove, pengelolaan daerah aliran sungai); menghormati hak generasi mendatang akan lingkungan yang baik. Kolaborasi berhasil ketika kewenangan nyata didelegasikan, adanya keseimbangan aktor pentahelix, dan bukti dari studi kasus memperlihatkan dampak ekologis dan sosial yang dapat diukur. Hambatan utama adalah adanya fragmentasi institusi, kapasitas yang tidak terfokus pada aktivitas, partisipasi semu, dan pembiayaan berdasarkan kinerja input/output bukan outcome. Penelitaian ini menyarankan perlunya peraturan yang memayungi proses kolaboratif, membuat platform tematik, standar partisipasi yang inklusifinklusif, kerangka monitoring dan evaluasi berbasis satu data, serta mensinergikan tujuan kolaboratif dengan RPJMN.
