Analisis Bibliometrik Open Government Brazil dan Mexico

Abstract


Penelitian ini menganalisis kajian open government Brazil dan Mexico menggunakan metode analisis bibliometrik. Fokus utama diarahkan pada identifikasi tren publikasi, tema penelitian dominan, serta perbedaan orientasi konseptual kedua negara. Data diperoleh dari Google Scholar dengan bantuan Publish or Perish menggunakan kata kunci terkait prinsip-prinsip open government, kemudian dikurasi melalui Mendeley dan dianalisis menggunakan VOSviewer. Hasil penelitian menunjukkan bahwa Brazil dan Mexico sama-sama mengalami masa keemasan publikasi pada 2016–2020, sebelum mengalami penurunan signifikan setelah 2021. Analisis jaringan bibliometrik memperlihatkan bahwa Brazil lebih menekankan transformasi digital melalui dominasi tema e-government, public policy, dan open data, sedangkan Mexico lebih menonjolkan dimensi normatif berupa transparency, participation, serta isu lintas sektor seperti climate change dan local government. Perbedaan ini mencerminkan konteks politik dan administratif masing-masing negara: Brazil berorientasi teknokratis dengan fokus pada digitalisasi pemerintahan, sementara Mexico menekankan konsolidasi demokrasi dan legitimasi publik. Studi ini merekomendasikan integrasi antara pendekatan teknologi dan normatif dalam pengembangan riset open government, sekaligus memberikan pelajaran kebijakan bagi kedua negara untuk saling melengkapi antara inovasi digital dan partisipasi warga.
