Pembelajaran Global untuk Partisipasi Lokal: Analisis Komparatif User experience Aplikasi Disdukcapil dengan Praktik Terbaik Regional
Abstract
Transformasi digital pemerintahan telah menjadi agenda prioritas global yang memerlukan pembelajaran lintas negara untuk mengoptimalkan partisipasi masyarakat. Penelitian ini menganalisis kualitas pengalaman pengguna aplikasi Disdukcapil di Indonesia melalui perbandingan dengan praktik terbaik regional di ASEAN. Menggunakan pendekatan deskriptif komparatif, studi ini mengevaluasi data rating aplikasi Disdukcapil di 14 daerah yang menunjukkan variasi signifikan antara 1,8 hingga 4,0 dari skala 5,0. Hasil penelitian mengungkap bahwa disparitas kualitas pengalaman pengguna antar daerah mencerminkan lemahnya standardisasi nasional dan koordinasi dalam pengembangan layanan digital. Perbandingan dengan SingPass Singapura yang mencapai tingkat adopsi 97 persen dan investasi digital Malaysia sebesar 40 miliar dolar menunjukkan kesenjangan yang dapat dijembatani melalui pembelajaran adaptif. Penelitian ini mengajukan model pembelajaran global untuk partisipasi lokal yang mengintegrasikan standardisasi pengalaman pengguna, implementasi kecerdasan buatan untuk unifikasi layanan, dan kolaborasi multi-pemangku kepentingan. Framework yang dihasilkan dapat menjadi panduan bagi pemerintah daerah dalam mengadaptasi praktik internasional sesuai konteks lokal untuk meningkatkan kualitas partisipasi digital masyarakat.
